Head Start workers vote to join union

Personnel will no longer be at-will employees

Head Start early childhood employees in Central Oregon have voted to join the Oregon School Employees Association union, giving them more bargaining power in salary and benefit negotiations.

About 92 percent of the 42 local Head Start employees voted in the election, which was conducted by mail....
