WASHINGTON - A report issued by the General Accounting Office - the investigative arm of Congress - found that about a quarter of the U.S. Forest Service's hazardous fuels reducing projects were appealed, halting work on 954,000 acres of forestlands in fiscal years 2001 and 2002.
