MADRAS - Flying high on methamphetamine, a man who believed he had worms coming out of his skin threw a pan at a police officer and tried to escape from Mountain View Hospital last January.

But instead of pulling out batons or wrestling him, Madras police officers shot the man with 50,000 volts....
