Tribes file to intervene in river permit case

The Confederated Tribes of the Warm Springs Reservation filed a motion to intervene this week in a federal lawsuit that seeks to require river users to compete for permits to float the lower Deschutes River.

If granted, the motion would give the tribes a seat at the legal table as attorneys....
