A brief perusal of Dr. Allen Merritt's St. Charles Medical Center office wouldn't indicate the presence of an Oregon neonatal heavyweight.
Documents in piles up to a foot tall litter all available desk and counter space. Binders, briefcases and pending legislative bills lay haphazardly....
