SALEM - The first PERS reform of the 2003 Legislature is in the lawbooks.

Gov. Ted Kulongoski put his signature to a bill for the first time Tuesday, endorsing a proposal that limits the annual returns that can be earned by members of the Public Employee Retirement System.
