COCC calls it quits on lax smoking rules

Last year, Lynn Murray couldn't avoid walking past cigarette smokers puffing nicotine clouds outside building entrances and along busy sidewalks on Central Oregon Community College's Bend campus.

Now, though, COCC's new smoke-free campus policy appears to be choking smokers off.
