SALEM - Saying he is unwilling to support a short-term strategy of debt and accounting maneuvers that makes a long-term problem worse, Gov. John Kitzhaber on Wednesday vetoed two key pieces of the budget-balancing plan passed by lawmakers in their third special session of 2002.
