City, COBA settle suit over SDCs

Lawsuit charges transportation money was being misused

A lawsuit filed by the Central Oregon Builders Association (COBA) against the city of Bend over transportation system development charges has been settled.

After more than a year of legal sparring, COBA and the city this morning announced an agreement that will at least temporarily lower SDCs....
