Former Sen. Neil Bryant of Bend stepped to the microphone first during the 1997 session of the Oregon Legislature, saying a proposal to steer state juvenile corrections dollars to Deschutes County promised to pay dividends in the future.
It was, he said, a win-win situation for everybody....
