Gene Purcell doesn't have a car right now, and can't afford a new one.
The west Bend resident works on the eastern fringes of town. He said taxis are too expensive, and the roads are too slushy and sloppy right now to ride his bike all the way to work at Wild Oats.
Purcell, 41, hasn't used....
