Landowner fights zoning on property

City councilor says city needs to work with county to fix problem

Jim Hines and his wife, Donna, want to build a home on an undeveloped spot of their nearly 3-acre mobile home park in southeast Bend.

Now, a new city ordinance may prevent Hines from building.
